For number of jobs? Toronto. Simply because it's many times larger than Ottawa.

Thanks, I have checked and seems Jobs In Ottawa require security clearance, government jobs perhaps. Any one knows the requirements for security clearance, I am assuming you need to be canadian Citizen to start with...

Toronto may offer better job opportunities, however, in terms of city I would chose Ottawa any time. Just more interesting museums, and bilingualism just around the corner.

Jobs are more federal government related, and less options in the private economy. Winters in Ottawa are colder than in Toronto.

Not necessarily, I needed a Security Clearance for my job when we first arrived. I had a work permit (not even PR and definitely not Citizen).

More jobs in TO but Ottawa is a nicer city, imo.

No, but you'll only get a limited clearanace if you're not a citizen. That may or may not matter, depending on the job.

Also, it could take six months or more, which also may or may not matter, depending on the job; they might need the clearance before you start, or might be able to let you start while it's being processed.

Toronto may be many times larger than Ottawa but doesn't that also imply that more people are competing for the same jobs. According to Statistics Canada, Toronto's unemployment rate is much higher than Ottawa's and the participation and employment rates are also lower than Ottawa's:

I suppose it's off topic but why would you look to the government for statistics on employment? The government works months in arrears and a job is wanted now. Their numbers for this are going to be no more accurate than their skills quotas for immigrants, which is to say, dart throwingly precise.

It might imply that and probably does imply that in my view. The question asked which city would have the most jobs in the particular field. Toronto is, in my opinion, the correct answer.
