I don't think it's got much to do with TV licensing, there are free OTA digital signals in the UK, plus you pay for the BBC ones via your licence. But if there were no licence and you didn't have the BBC channels, you'd still have more channels OTA than the six you can get in Calgary. The reason why is the geography, Canada is more spread out. If you live in southern Ontario or in Whiterock, BC or somewhere where you can get the Canadian and US OTA signals you can get something like 12 stations without paying for cable or satellite.
