No interview in 25 months, Ankara

Dear Group,
I applied in Dec. 1999 to CHC, Ankara. I receieved AOR in May 2000, and no communication after that. The AOR stated service standards to be 24-30 months for independent category. Do you think this delay is normal? I am a Pakistani national, living in Turkey since 1990. Does anyone have an idea how long will it take before I receive a call for interview or so??
