No, not quite.
Ontario Police Services require an applicant to be EITHER a Canadian citizen, or hold a PR card, before they apply for consideration. The PNP in Ontario does NOT apply to Police applicants, at this time. So, a UK Police officer has to have their PR status to apply to any Police service in Ontario.
Calgary and Edmonton, in Alberta, are the ONLY ones, in Canada, that I know of, who are willing to accept and put thru their training courses, individuals that are NOT citizens and who don't currently hold a PR card. The reason ? I don't know, for sure , but it may have something to do with a special arrangement with CIC, or the Provincial Government of Alberta has made a back door deal with the Feds, in this matter.
In any case, the recruit who has NOT gotten their PR status by the time they "graduate " from the Calgary or Edmonton Police training schools , will have to WAIT until they have their PR, before they can be "sworn in " and start regular Police duties. That is a requirement of the Police Act, in all Provinces in Canada. As I said previously, the RCMP only accepts Canadian citizens as recruits to it's ranks. That is a requirement of the RCMP Act that regulates the day to day activities of the Royal Canadian Mounted Police, both sworn members and civilian employees.
