If they do not use their visas, they get the right of permanent residence fee back.

So if they can come for vacation using visa waiver program and decide that they do not immigrate, they get their money back.

Anyone needs more explanations?

Yes, but they said:

We are planning on visiting for a couple of weeks August and Landing
If their imm visas are not going to expire by the time they plan the final move, they can just go on vacation using visa waiver and ask to don't stamp the imm visa now. They can go explore the country, and decide then if they want it or not, though on vacation it's not easy to get a firm opinion. If they decide they better not immigrate, they can apply for a refund of PR fee. Of course it's a small amount compared with flight expenses but still something.

And by the way, doing that they avoid the hassle of receiving PR cards in case if they land and go back to UK after two weeks.
