I found the appearance of the town to be somewhat unappealing, plus two drunkards vomiting in the street outside the casino who engaged in raucous banter left me with an unfavourable impression.
Also there seemed to be a lot of ummm, how do you say "riff raff" politely?

The same as if I wanted to go outside Bristol. Or Moncton.
I see there are 4 buses each way daily between Kelowna and Vancouver. Ditto Calgary.
When you don't drive, you don't drive.
I dare say there are those who say you absolutely need a car in Moncton. Or Bristol.
I don't know what Orchard Park shopping centre is like but it looks central. 15 minutes by bus between there and the hospital. Google shows an IGA 5km North of the shops. 16 minutes by the number 7 bus. Google shows another IGA slightly closer to Orchard Park to the East.
Looks like a dozen other grocery stores/markets even more central. Costco in the area.
Things may have changed since you were last there.

Orchard park is ok- quite a few shops in there, way more than Skinkypup could cope with before needing some ativan! 2-3 hours could be spent shopping in there.
2 Sears- home/clothes, large The Bay, huge Best Buy, then all the smaller stores, a Sephora for the ladies, Chapters, West 49 for the youngsters amongst you, Gap, lots of clothes shops aimed at teens/20's.
Large bus "station" in there. Along the 97 are a Superstore, Safeway, Costco, and Save on foods. That area of Kelowna seems well served for buses with new shelters put in a couple of years ago, if you lived on/near a bus route, no car could be feasible. You would want service to Bernard Ave also- that's where some of the smaller shops are ( although there also lots spread out all over Kelowna) but Bernard takes you down to the waterfront- which is a nice area for the beach, park, water, some eating places.
I think no car is doable but if you want to make the most of the whole area which is really the reason to live there, a car would be needed

Yes, we too had a wander around Penticton, we were not too enamored to be honest, we have fallen in love with Kelowna, we just need to find the right area now in Kelowna and then a house that fits our budget and then we're set.

On the other hand there is a bus to the beach here, although it works out about the same for four by taxi. $20 takes you to catch a plane and it's cheap to get to the train/bus station for out of town. So there is plenty 'outside' that's doable.
There's only one reason (for me) to leave Moncton and that would be to get away from from all that damn snow - 500cm last winter and normally around the 300cm. Reducing that to a mere 100cm (or even less) is massive.
From what's been said, and subject to finding the "right place" to live, it sounds like what we have here could be duplicated there with the bonus of greatly reduced snow and the lake. The only thing we wouldn't have, we don't have here either.

Each to their own. I do love the whole Okanagan as we camp, fish, ski, hike, hunt etc throughout the valley and each area is different. That being said Kelowna traffic is way too busy as are the beaches there and Okanagan lake for boating in the Kelowna area is overcrowded in the summer. Hells Angels seem to be developing a strong affinity for Kelowna and a couple of times I have seen people snorting some type of white powder there in broad daylight. Penticton is nestled in between 2 lakes, has more and way better quality beaches that are way less crowded, has the Naramata bench wineries on the doorstep as well as the Oliver wineries being close. It is closer to the US border, is 1 or 2 degrees warmer, has less traffic etc. The house prices in Penticton have always been slightly above those in Kelowna for a reason. Basically Kelowna has more options when shopping, other than that I can't think of another area where I would rate it higher than Penticton.

I am guessing you were at the Penticton Lakeside Resort. The Kelowna equivalent would be the Delta Grand where the Hells Angels Bacon Brothers shooting took place. I guess this doesn't leave you with an unfavorable impression of Kelowna?

I wasn't dissing Penticton Jossie, Snoopdawg loved it when we landed- I just felt it to much like the Med. I absolutely get your love of the place. OP has clearly been hooked( as it seems has BristolUK!) by Kelowna and so is I believe centring his house search there.
I agree, everyone has a preference with absolutely valid reasons with each place having it's own set of merits. I personally prefer North of both of you with easy access to Kelowna airport on the North side of town in case we fancy a trip further afield. Nothing beats Kalamalka lake IMO !

There's a long way to go yet.
There's a whole range of places from Kingston to London with around two-thirds of our snow and several places around Toronto and round the bend to Hamilton with about half.
That sort of reduction may well be enough of a hook.
