Flood cars would most likely not be from BC, so they would need a federal or provincial inspection, or both to be first registered in BC, by ICBC.
This would then be on the record and therefore any buyer would be aware of that posibility.
If was a BC vehicle, ICBC would have a record of the claim for flood damage.

Likewise,chop shop cars need an inspection before re-sale/registering, ICBC keep a history.
Stolen or forged documents can just be checked before buying.

I have a better idea than a dealer. Why not find an internet site that people who might be be moving to Canada soon read. If you post your advert in the form of a question asking for information you won't even need t pay for it.
