Quite possibly but you may have to buy new batteries, I would suggest rechargeable.

Not in winter. You will have to leave them outside on the street overnight and plug them in.

Taken 10 minutes ago just for you.

By the way the snow comes free so it doesn't affect the cost of living directly.

Indirectly it cost a lot, winter tires for the car, winter clothes, higher heating bills it just goes on and on.
