There are people in the UK and Canada and wherever who think the poor are worthless scum. I have found them in both countries. Yes, people holding that attitude do exist.
They would like the "scum" washed from the streets. They hate and despise the poor. That's why 40m Americans have no Medicare plan. That's why 25% of Canadian families and 33% of American families (OK that's approximate and variable depending on the calculation) live at or below poverty. And poverty creates racism - why is poverty on aboriginal reserves 90%, and unemployment 75%, just like it was 30 years ago ? Poverty is then creating even more hatred towards the needy have-nots.
Are there more people with that shitty attitude in Canada or the UK ?
How does government policy and the attitude of citizens compare ?

I'm loving all this banter, it's really hotting up now, people are getting nervous and replying too quickly without thinking because mis-interpretations are starting to happen !

But saying that this seems rather harsh. We usually find people respond to a warm smile and some respect which is usually appreciated - not all people serving like to be spoken down to.
I try to enter a store or similar with a hand shake, a nod, a hello and it 'usually' gets a postive response.
Life is too short to ignore all around you perhaps.

Not speaking to or knowing my neighbours
