"... our immigration program is not an act of noblesse oblige but, rather, an act of self-preservation. According to Statistics Canada, our death-rate has exceeded our birth-rate since the 1970's. Thus, unless Canada is able to attract immigrants who will be in the work-force when the 'baby-boomers' retire, the Canada Pension Plan will be in jeopardy, as will be our heath-care system. For example, without an immigration rate higher than what the last two governments have been unable to achieve, the ratio of pensioners to workers will double - a problem even more sever in Western Europe than in North America."
