The problem is with nurses and LMOs. The Feds gave the universities additional funds to train nurses (although education is a provincial matter) with one proviso, that there be a placement for all nurses who graduate. So with the increase in the numbers of graduate nurses, HRSDC is not approving as many LMOs and the hospitals pretty much have to employ recent graduates, before considering foreign nurses.
Have you thought about the Maritimes? I know they are sort on staff in most healthcare professions in NB. My other half is a physio and had absolutely no problem getting a 2 year LMO, we're off to Fredericton in 3 weeks time!

Heard today that this policy may only impact on LPNs and not RNs. Again nothing official, just hearsay.

And for clarification, Canadian permanent residents are (or at least should be) considered "Canadian" not foreign, for this purpose.
