Interview waiver, experts pls adv.
 
Is it a hard rule that if someone applies to Buffalo Office out of USA (e.g. from Pakistan), he will not get Interview Waiver regardless of his qualifications. Or is it generally like this?

It is a standard practice - no interview waivers for out of jurisdiction applications
in all visa posts, not only in Buffalo. It has been that way for almost 2 years now.

For several years now visa offices have been instructed to practice = better risk
management. Their argument is that since the application is = coming from out of area
the visa post may not have the expertise on = those cases and they should warrant
further and closer examination.

However, it is still possible, not likey though, that an interview could = be waived.
