You can see from the proposed regs that there is clear intention to = limit the
interaction with a subjective being, ie. the immigration = officer. Personal
Suitability has been changed to Adaptability and the = factors are much more
objective.

However, we still have language assessment to contend with until they = establish the
objective tests.

Dear David & Miller,

If there is no mark for the interview,how would they treat the off-shore applicants?
The interview was used to check the documents under previous system. Since Canada has
CIC allover the world, would they direct the candidates with pass mark to the nearest
CIC for verification?

Wishful thinking , may be!

Andrew Miller

Interview was used for far more reasons than documents verification. Under new law
there will no longer be "off-shore" or "out of jurisdiction" applicants as you must
apply through the visa post responsible for your country of residence anyway.

Under new selection criteria (completely different from old ones) pass mark is said
to be 80 points.

Dear Mr. Miller:

As per the new regulation interview points are not awarded but my question is that
how the officer evalaute the candidates 'Language ability'?

Is the new regulation instructs that the candidate must file their application in the
country of their residence? If so, what will happen to the candidates who have filed
their application outside before the new regulation?

If applicant doesn't include with the application evidence of language skills (IELTS
test for example) and processing officer will have no other indication of applicant's
language skills then interview will most likely be required to determine such.

Yes, new law requires applications to be submitted to the visa post responsible for
applicant's country of residence. It will not affect already pending cases.
