IETLS to be qualified!

i've been so much confused regarding IETLS.
i've been already finished my undergraduate in my country and english is our second language. i took english until my undergraduate degree.

currently i'm in the united states and already completed my another undergraduate and got the degree.

as due to status i've to go to college and now i'm doing graduate in different field where i'm in senior level now.

does this all prove for IETLS to be qualified.

if not the what would be the evidence i can show is just convincing them by writing letter and should i need to grade by myself as how many points i can give.

if anyone has been through this would be great if you could answer me on this would really appreciate ur help.

No offence sir, but you do realise that the test is all about testing your proficiency of the english language?

If you are going to write them that letter, make sure you start your sentences with a capital letter, use commas (,), and the question mark when asking questions.

All these might help your case, and remember no text mesage kind of writing. This is a governmental organisation you are writing to, not a friend !

I recall an immigration lawyer stating that if you've worked in a country where English or French is the first language you should be OK to claim fluency. For instance, although English is your second language you are working/studying in the US which is an English speaking country so you should be OK to document evidence of how long you've conversed in the language and studied in that country. It may be worth checking the language proficiency guidelines at http://www.cic.gc.ca/english/skilled/qual-3-2.html before making the final decision. ;)
