Help - ID for Driving Theory test in BC
Hi,
Is there any one out there that has managed to get around the need for the PR card as ID to do your Driving Theory test?
My 90 Days is up on 2 November and still no sign of my PR card. When I contact CIC they say that I shouldnt need it for anything other than entering the Country and therefore this is not classed as an emergency and it should be with me in 3-4 weeks.
ICBC admit it is not a fair practice but say that that is the rule - no PR card no driving theory test. I will just have to stop driving until the PR card arrives.

I'd complain too Airseir, not going to help you but they need to sort their daft ruling out. Ontario had no problem with Mr B's UK passport, don't even think they wanted to see his COPR. And iirc, their ID list said "WE DO NOT ACCEPT THE IMM1000 as valid primary ID" - so it's odd that BC chooses that over a foreign passport with security features!

They don't accept COPR as ID as it's a carbon copy.... and our MLA didn't even reply to my correspondence sent Monday. Mind you she was rather busy handling the BC teachers strike and evacuating her office due to threats of riots and violence

Only if it is the old IMM 1000 that pre dates the PR card. Tried that one. ICBC have not updated thei documentation to accept the IMM5292

Also tried the CIC route. They say the card should be used for any other purpose than prrof of immegration to an immegration official and unless I am leaving the country and wish to re-enter they do not recognise it as n emergency

RE provincial MP - that is my next move.

Perhaps write to your federal MP explaining the problems this causes for new immigrants in BC and ask him or her to raise the issue with the Immigration Minister?

One for your BC MLA to take up with the provincial Minister responsible for ICBC. They ought to update their documentation list.
If the MLA doesn't reply to your letter I'd suggest a phone call, or a visit if he or she has 'surgery' times.

We live in Vancouver and when my husband went to do the theory test, the ICBC would not accept his PR card on the grounds that his middle name "Alexander" had been shortened to "Alexand" due to field length limitations (short names are better folks!). Anyhoo they happily accepted B) UK passport and B) Visa landing papers. He had no trouble after that.
I haven't read the rest of the responses in detail here so perhaps someone has already mentioned this but these two items should get you through the beaurocracy!
Failing that, I'm sure you'll find a driving centre in Vancouver where you can buy a licence

I have however checked this as a potential route but have discovered that if there is a discrepency between Primary ID name and secondary ID name the person may provide additional secondary evidence in support of the name however they must have the primary ID. This got my hopes up for a while but came crashing down again.

Today I sat my theory test without the PR Card and passed. IT can be done. I used the IMM5292, passport and UK driving license - ohh yes and special permission from Victoria - they phoned this morning and told me that they had contacted the local offices and thet they would be expecting me and that they were to allow me to use the above documents.
Just goes to show that you do not have to sit and accept it.
Today I sat my theory test without the PR Card and passed. IT can be done. I used the IMM5292, passport and UK driving license - ohh yes and special permission from Victoria - they phoned this morning and told me that they had contacted the local offices and thet they would be expecting me and that they were to allow me to use the above documents.

I'm really pleased for you, that's great news on both fronts - that you could sit it without PR card, and that you passed!
I agree - progress isn't made by shrugging shoulders and accepting things. I wouldn't be in Canada at all if I'd done that.
