Default Grant of Citizenship from birth?

Hello all,
I am wondering if anyone who has either gone through this process successfully or someone who may know the answer can help me on this question:

When Canadian citizenship is granted under paragraph 5(2)(b) of the citizenship act of 1977 is that person then considered to have been a Canadian citizen from birth or does the citizenship only come into effect from the time the request is granted?

I'm seeking the answer to this question so I know what direction to proceed as it pertains to my u.s. born children. Will they be eligible to apply for citizenship once my citizenship is granted?
