I do not believe you are permitted to import plant material without a special permit,

Realistically, No..

You need phytosanitary certification from the supplier, import paperwork, exact identification certification & you will need to arrange for an inspection on arrival in Canada..

All of the above must be completed prior to travelling to the country in question & all are subject to relevant fees...

There are nurseries in Canada & the selection of plants available is increasing year on year as gardening (In the English sense) is becoming more mainstream..
