FBI clearance

Hello,
my question is: i am applying for canadian immigration. i am in USA and a resident of india..finishing my Masters degree in computer science, my husband is in india..but he was here in US for 3 years and yesterday i came to know that he didnt pay a fine for vehicle speeding ticket to the police dept..so now its 2 years since he got that ticket. he has an arrest warrant on his name in the police database, i wanted a police clearance done for him from USA, but now i am scared that this problem will appear on his FBI report, i can remove the arrest warrant by paying 180$, but will this record will be there on his name...does anyone know about this kind of problem...i dont know if this is a criminal offence..and will it appear in his FBI report...my husband is not applying for immigration with me..he will join me later on..but i think the immigration people will need police clearance from USA for my husband also...hope to get some reply...
thanks

seema dont worry about that. FBI and police a two differnt agencies. Well your husband can pay the fine and depending on the state he can choose the option to remain in court supervision or take the classes of 4-8 hours and then that conviction will not be reported. Thats what the law is here in chicago.
Well you may better ask the lawyer on circuit court and I bet they will find some other way too just within 30-40 dollars.
I really dont think its a problem.
