Default eligable to work in canada, please tick

Does anyone know what this means exactly.whenever i fill out application forms for job positions, its says "are you eligable to work in Canada?" Does this mean,am i eligable to apply for a work permit to work in Canada,or are they asking me if i have a work permit?

It means that you are either a citizen, permanent resident or have an open work permit.

It means if they offered you the job right now, you'd be legally entitled to start it in 2 minutes time.

It is the Employers responsibility to check that all employees are legally allowed to work in Canada.

It is an offense for an Employer to employ a person who is not entitled to work in Canada.

In your case you would have to answer the question as NO.

As the others have said above, you can not tick the "eligible to work in Canada" box if you are not. The trouble is that in 99% of cases your resume will go straight into the bin.

This highlights that you need a different approach if you want to get work in Canada. The wiki is a great place to start: http://britishexpats.com/wiki/Canada_is_different!!!
