The dog has to be able to stand up and turn around. Air holes are required on all sides.

Add to that with head upright and ears not touching the top and enough room to lay down comfortably. The best place is to go to the airlines website and see their requirements then add a bit just to be sure. I got a crate one size bigger than necessary on my trip back after having a crate for my previous dog refused at the airport on an earlier flight to the UK. ALWAYS go bigger if in doubt.
