Do Irish cellphones work in the GTA?

Hi, My cousin has just informed me that 38 14 to 16 year olds will be visiting the GTA in June from Mayo for Rugby and they might want to speak with their dear Mammies while here. So, here goes:
1. Will an Irish cell phone work over here?
2. Did the texting feature work?
I wish to be certain before telling her "no".

International roaming charges are always high, even between Canada/US, so why not just show up with an unlocked phone and buy a SIM card here? There is always the phonecard route as well

The nationality of the phone is not an issue, rather the following aspects:
For example I brought out to GTA/Ottawa a Tesco PAYG phone which has international roaming enabled and it automatically logged onto the Rogers network. This enabled me to use my phone to make calls and texts. It was very expensive.
To make phone calls I would use a calling card over a land line.
I did buy a PAYG sim card from rogers but the calling & text charging was also very expensive
