It would have started this year but the US wanted to give Canada time to ratify it also (believe it or not!!) -- Time is administered locally not federally in Canada and could have been done this year if they had known. Still, it's going to start in 2007.

Isn't DST now first Sunday in Nov and first Sunday in Apr? So wouldn't it have to be moved to first Sunday in March for 4 weeks extra DST?
