Most of Indiana has never had DST.

Isn't DST now first Sunday in Nov and first Sunday in Apr? So wouldn't it have to be moved to first Sunday in March for 4 weeks extra DST?

Currently North American DST begins on the first Sunday of April and ends on the last Sunday of October.
