If you cross the land border on I94-W then are you required to provide biometrics at US immigration.

It is NOT a legal requirement. However, they are always going to be interested to know what ties you have to Canada. No-one is suggesting you refuse to show it if asked, merely pointing out that if you don't have one that is quite legal and you can show substitute evidence.

A US border guard never has to let you in, even if you are a Canadian citizen. On the Canadian side, they MUST admit you if you are a Canadian citizen or PR, whether you have a PR Card or not.

Mmm, CBP use it to prove non-immigrant intent. I've been told more than once that if I hadn't had it on me they would have denied me entry. On the other hand, I don't always get asked to produce it (a supervisor at Sweet Grass told me they're supposed to always ask, but the inspectors often forget).

You do not need a PR card to travel into Canada under your own power, e.g. by foot or in a car. Probably a good idea to have it but it's not absolutely necessary because CBSA can just look you up, but you need something to prove who you are.

Under the transport regs you do need it for the carrier to allow you to board a ship, aircraft, bus, etc. to Canada.
