Have you ever lived in Canada? If so then you would declare you are a former resident of Canada when returning to get the benefits of a former resident regarding goods being imported.

Thanks for that steer and, yes, I was raised in Canada, left for Britain after completing university.... was supposed to be for just a few years, but one thing led to another and I am still here. I am circling around the question here of 'what needs to happen to have my son considered a Canadian resident for purposes of university tuition?' given that the family are mulling a move to Canada anyway. He has a visit at his [not in the UK] school from UBC in the next few weeks, he can put the question to them directly.

Looking at the fees for one East Coast University, the fees for one year of a BSc (Canadian Citizen/Resident -- there is no difference in status) are Tuition and other fees $9968; Books and Supplies $1350; Residence (Food and Lodging) $10895, so not all that cheap!

You also have to take into account the fluctuating exchange rate. Our daughter went to U of T in 2003. We were living in the US and over her time there it meant the fees increased considerably. Cost of flights are also a consideration, especially if it’s an emergency as flights at short notice are expensive,
