I suppose I still think of it as being like England where 'everything' in the country is governed by the same rules, whereas , really it is more like the European Union and each 'country' (province/territory) has it's own laws. Something that potential immigrants really have to take into consideration when deciding on a place to live.......

Excellent analogy - a very useful way to think about Canada. The reality is that you really have to break it down by province (or territory) before anything becomes relevant. Asking about cost of living in Canada is like asking what the cost of living is like in Europe. ;)
