Being "Basket Case" is a bit of a stretch. The economy has it's ups and downs just like every other country's.

If I remember correctly the Canadian Experience requirement was a not so subtle reference to the applicant having got rid of the typical British sense of entitlement and superior attitude associated with working in the "Colonies".

Flexibility is a big asset when looking for a job. It's not unusual to have three or more careers in a lifetime in North America.

If that is the root of this requirement, then it's high time it was abandoned, as the majority of immigrants to Canada are no longer from the UK.
