Thank you both for your input. We are still undecided whether we will be ok providing a Toronto address for mailing PR cards while landing in Vancouver.
Will having an oward airticket to Toronto be of any help, when dealing with the immigration officer?

We landed in Toronto, and gave an address in Nove Scotia for our PR cards - was no problem at all - they arrived safely last week
