Can I apply for immigration while having visas?

We've got our visas a month ago? They are valid till April 2002. There is no way I can land till April 2002. Can I start the application process again while having already issued visas (taking into account that the process will take a time and may be by then I will be able to immigrate)?

If you are not able to land in Canada prior to tbe expiry of your immigrant visas,
you can always write a letter to the Canadian Visa post advising them of your
situation.
You may be able to have your visas extended on the condition that you obtain
updated medicals.
In the alternative, you can return your visas, and reapply.

It is absolutely incorrect advice in respect to the extension of the immigration
visa validity.
Immigration visa cannot be extended, period.
Poster has a valid immigration visa, so any application for another one will be sent
back with the note that valid visa has already been issued. If poster cannot land
before the expiration of issued visa and wants to apply again for a new one then the
prudent course of action would be the returning of the landing paper to the visa post
and application for the refund of ROLF. After that new application may be submitted.

If you want to do that you would have to return the visas and explain. =
When you apply again, the officer may be concerned about whether you = really intend
to go to Canada. Since you have already demonstrated that = you were not ready, this
may be a consideration in future decision. How = much weight will depend on your
circumstances and the officer's take on = them.
You may want to consider landing in time to use the visas and then = leaving to
finish up whatever is so important. You can probably get = another 5-6 months
that way. Please be advised that you may still be = risking the status upon re
entry to Canada.

One more time in this newsgroup, you're giving incorrect advising.
I'd recommend you to study your immigration manuals again, and to take probably some
courses at a college.
After doing that, you will probably learn that it's almost impossible to get an
immigrant visa extended.
IMMIGRANT VISAS CAN NOT BE EXTENDED. Besides, due to the current workload in most of
the visa offices, maybe the letter your're suggesting Gigi to write won't be even
considered.
The right advise to Gigi is to try to arrange his landing before April, 2002 (I'm
sure is easier to take some time to travel rather than applying again). Then he must
try to establish real links with Canada (staying as long as he can) and then applying
for a Return Resident Permit. He can then return to his country for some time.
