Can anyone apply for Canadian Immigration from outside the Native country
 
Pls let me know what are the rules for applying for Canadian immigration from outside the country. Actually my friend is doing job outside his native country, now he wants to apply for canadian immigration from there. Can he do so r not.

Should be okay. I lodged my application in the US while I was traveling and working between Germany and Canada.
