This can't be restated often enough for newcomers. (& is not unique to BC). When you buy a second hand car (or minivan/truck/boat/atv/snowmobile etc) you pay tax on it. Everytime a vehicle is sold, tax is pad. So add whatever percentage to the costs you are estimating when budgeting. (Dunno the rate in BC but here its 15%).

I'd say suspended, rather than scrapped, I'd expect the program to be revived at the next change of government, but yes, I recently received the paperwork at expiry with an advice that it need not be done. Totally bonkers program, pay $400 and get a certificate saying your emissions couldn't be reduced, next time pay another $400 for them not to be reduced again.
