What should they do with it? If they had to pay it themselves even when rented then it would offset the rent, meaning no profit, meaning nobody would invest in business property.

Business rates for operating businesses are an unfortunate part of running a business. Yes, everyone would prefer if they did not exist, but they do and you have to live live that.

But if you are running a business (hopefully successfully) then you should have no problem paying the rates as they are already factored in.

Not here in Airdrie, Alberta. Business tax rate is zero, all the time. Businesses are subject to non-residential property tax though.
I guess it's up to each municipality to set their own rules.
