Gun crime rules out any large city in North America.

Its generally gang related FWIW.

Vancouver is expensive, but thats because its got the mildest climate in Canada and has easy access to mountains and ocean. The property market is nuts there though.

Nice place to visit? I think not. We went, parked at the bottom of Princess Street, walked up looking for coffee/food and could find only smelly, dirty places. We had chips from the chip wagon, walked around the marina bit then left.
Ca ne vaut pas le detour.

Has the OP considered a move within the UK? What about Devon or Dorset? They seem to fit your requirements. That way your skills will be not have to be translated and you won't have to go through all the trouble and expense of applying to emigrate.

Although we do love Devon and Cornwall it still just isn't what we want. Part of going to Canada too is to get away from this country in which I have had a lot of bad things happen, so one of the reasons is to start afresh and put the past behind.

Plus it's too grey and cloudy in England I know many areas in Canada have over 300 days of sunshine, and as I am not good with very hot weather, it's perfect! Canada has the scenery, friendly people, community feel, clean air in places and the weather. We can't resist, just need to find the best places to visit on holiday next year as obviously we can't go around everywhere!

Fewer prisons on the horizon, the max is to close soon. Most of the celebrity clients have been relocated already. All those academic, military and government jobs are usually good for a local economy anyway.

(Qualified) Accountants can find work most places, and no shortage of local businesses to support.

There are probably worse places to look to live in Ontario I suspect.

You were just round the corner from Le Chien Noir Bistro. Shame.

That rules out ontario then, most of the praries too perhaps. In Ontario the first summer nearly killed me, wasnt expecting the oppressive heat. The humidex here in the summer is a killer.

30 feels like 40C.

Ontario climate in a nutshell...

No doubt about that at all. I was trying to answer the title question again. Silly of me.
