I paid $100 for a year that included the free incoming calls and texts, and for something like 400 outgoing calls/texts.
We only bought the Alcatel Go Flip, one of Telus' accepted phones for this programme, because we wanted it for emergencies when travelling, and for OH to take when he goes on long walks.

Use Koodo prepaid. Awesome service, It ieven now has boosters for the US. $15 per month for unlimited texting and 250MB data. It reduces by 10% if you use auto top up. You then buy a booster for voice calls - it is pretty cheap and these minutes do not expire. You then only answer the phone from numbers you know.
On the landline front, all local calls should be free, both outgoing and incoming. I then use a card service to route long distance calls (I use goldline for the one or 2 international calls that I make)
Most international calling is done on whatsapp for free.

If you buy $100 airtime with Rogers, Fido and a few others - as well as 7-11 - it's valid for 12 months... even Bell.. and provided you add onto it before it expires, you don't lose it.. it carries over.

Not sure whether this still applies, but you could used to subscribe to Skype for $13.99 /month. After a few tweaks if anyone tried to start a Skype call with you and you didn't pick up it could forward to your cellphone.

I'd recommend Public Mobile (https://www.publicmobile.ca/en/bc/).They're the pay-as-you-go subsidiary of Telus (who also own Koodo). The cheapest options are:
