Default back lights and ticket

i was stopped by a cop caz the back lights of my car were messed up[were not working 'properly']. Do they [american cops] issue a ticket [fine], in these cases?

Yes - in most US states, unless you have an appointment booked and are on your way to get the lights fixed, you will get a ticket. I would however, ask this on the US forum.
