To summarize, my interpretation is that if a person has a Foreign License that is covered by a reciprocal country and has been in possession of it for at least 2 years they can exchange it for a non GDL License.
If they have a full license from a non reciprocal country they have to take a road test but can go straight to full Class 5 if they can prove their driving experience of at least 2 years in their original country. I know a few guys from South Africa and Northern Ireland who had to go this route. If someone has a full license from a reciprocal country but has not held that license for at least 2 years they can only exchange it for a Class 5 GDL. If someone has no License they have to get a Class 7 AB License which they must hold for at least 1 year until they can take a test and get their Class 5 GDL. My original advice still stands that the person should take their UK test and still exchange it for an AB License which would become a Class 5 GDL until they have got 2 years of Driving.
