He would like the 2018 target to exceed 350,000, but he expects the government will keep the figure between 300,000 and 305,000 due to stretched resources.

"We know that the government doesn't have the capacity. No matter how hard we push, the machine is at full capacity," he said.

The machine is almost red lining and if not careful will blow a gasket. Any refugee claimant crossing in between port of entry and heading for Montreal is now being given a hearing date of 1 June 2018 which is well above the 60 days required by law if from a non designated country of origin. I know of one refugee who made a claim in 2011 and has still not had their hearing as they are part of that backlog never mind the current backlog.

Most immigrants and refugees are heading for 3 major cities Toronto, Vancouver and Montreal. Two of those cities are very expensive for anybody never mind a refugee.

How many Federal Skilled Workers get PR status under Express Entry where no job is required get here and have difficulty finding jobs?
How many won't settle on the Prairies or Atlantic Canada?
How many had job offers came and settled then several months later were laid off?
