Default Vermindering energiebelasting (NL)

My Dutch electric bill has "Vermindering energiebelasting", a rebate of around 2 euros per day.
Total electric bill for the year was therefore - 1 Euro.
I'm not complaining, but this seems a bit odd.
Can anyone explain?

According to this Dutch webpage does everyone receive a fixed amount in rebate, independent of how much energy you actually use. Therefore it is indeed possible that your total energy bill becomes negative, meaning that you will receive money instead of you having to pay money.

That's a good page, interesting.
They're introducing another layer now with 2 one time rebate payments of 190 euros to each customer, while doubling energy use cost.
This is a large incentive to save energy; however, I doubt it will have a really large effect.
My experience (as a landlord who has to pass on the cost) is that people will use less after they have to pay the bill.

Yes, they reduced the environmental tax on Gas/Electric and changed the tariffs also. This will come off the end of year bill.
In addition 2 x one time payments of €190,- at end of November and December as help towards energy costs.
Other discounts also available but targeted towards those on a low income.
