When you chose the networked play option you will see a picture of you with a number underneath. You will need to tell wheover you want to play against this number, and get theirs from them and enter it in accordingly. It took us about 10 mins of fiddling to get it running, but you only have to do it once...
I also think you have to have a Kart license for each player who will play, otherwise they will show as Guest, rather than as their Mii...

How do you get the Kart license, is it something you do on the internet or can you follow instructions on the Wii?

As far as bandwidth it seemed to use virtually nothing in downloads - but did not really check before hand.
