It's not literal. Which is the key to solving a cryptic crossword. It seems that it's asking for a game, but once you realise that it's not literal it has to be something other than a game.

I do find the torygraph cryptic by far the most entertaining of the brit broadsheets.

Yeah OK.."it's played" sounds like a game, should have been "it's played with"...but then it was a cryptic crossword!

'played' rather than 'played with' is fine - it means to unroll. But the clue still doens't work in Brisbane with level 6 water restrictions.
