When I saw the title of this thread I thought it was UK, alas it isn't so can't help
I know you've tried sheep, but we had goats for a while and they were marvellous companions for horses. Jenny Pitman used to put a goat in with a nervous race horse for companionship.
Depends on land & fences (our's never did jump fences & eat the neighbours knickers or anything!), but worth a thought if you get no takers?
