NO! I've just looked it up and midnight is midnight and the hour changes at 1am!

Quote BBC News;

The European Union as a whole uses summer (or daylight saving) time from the last Sunday in March to the last Sunday in October. The change between the two takes place at 01.00 GMT.

So we have one last say at midnight and then another at 1am when the hour goes back to midnight!
