Any of the 4 million non-citizens who aren't Irish or Commonwealth citizens.

Europeans can register to vote too if resident and there are a lot of countries in the commonwealth. I expect the number of people who cannot vote is relatively small, although I am surprised there are any. I agree they should be able to. No taxation without representation and all that.

I think we're mostly in agreement in practice but iirc EU citizens (except Ireland) can only vote in local and European elections.

More people in Scotland speak Urdu than Gaelic and Irish is still in terminal decline with probably only a few thousand people using it in everyday life.

Welsh is in a much stronger position.

PS,having been in London these last few weeks i have to say the english language is also in terminal decline,not a lot of it about:lol:
