Paypal changed their rules a year or so ago, I used to have both my UK debit card (address with the bank is my Aus one) and Aus credit card on the same paypal account, then my UK card was cloned so I had to get a new one and Paypal wouldn't let me add it.
On questioning Paypal told me you now have to have the card address in the same country as the card is issued. I've now had to change my UK Debit card address back to family in the UK and set up a second UK paypal account as well as my original paypal account which has my Aus Credit card and Aus address.
Given the banks are happy for you to have a foreign address on a bank account i assume this is just for Paypals money making purposes so they can force you to accept their exchange rate.

You'll be OK until you have to change the card then their system will stop you, really annoying for me have to change my bank account address back to the UK.
