That is the thing I don't get really, people driving in the evening or in rainy weather on country highway without their headlights on. They might want to get into a crash but I don't! Even worst driving on country dirt road where heaps of dust are getting kicked up to the point where you can't really see behind or in front clearly and people still insist on not turning on their headlights!

There was a number of times I have encountered heavy fog on the highway and guess what? Some people prefer to drive without any headlights on!!!!!

Oh and yes I flash just to cut down on potential government revenue!

I do too for this reason. My view is : provide police or marked cars. Don't hide in an unmarked car.

One parked on a dangerous part of the road where we have a few accidents so I parked in front of him, asked him if he had broken down, told him about recent history, and suggested he move on as I did not want to meet him again in a different capacity. He looked seriously shocked...I don't think he really knew what to do. I then pretended to make a long mobile call, blocking his camera, to let him sweat for awhile...I drove past on the way back and he had gone!

surely if its a dangerous part of a road then it is also likely that it is a blackspot, therefore they have the right to be there?

Maybe.

Blackspot = does not necessarily equal speed.

Might be reduced visibility or a badly paved road, or a sudden curve. There may not be a recognised blackspot in that location anyway.
