CCTV Solves Crime - or does it?

Not only do they not seem to have any effect at all but the number of cameras in London staggered me.
"The internal police report found the million-plus cameras in London rarely help catch criminals."

At this point in time with technology, they are useless to stop crime. However they do play a pretty good role in helping solve them.
