Yes, the CERA walk around the residential areas of the C E development was a great success: Marina and her committee did a splendid job.
About 25/30 members ( if not more!) appeared to thoroughly enjoy the 13.5km tour; we found it both enjoyable and interesting, particularly appreciating the opportunity to meet and exchange experiences and knowledge with other CERA members. The time flew and it was only tired legs and aching feet that reminded us of how much ground we actually covered.
Intercommunity Presidents introduced everyone to their residential complexes and led walks through their impressive and well-kept garden areas. It was interesting to see how the differing characteristics and styles gave each complex its own individuality.
Finally many participants took advantage of the varied tapas on offer at the Golf Club to finish off a most enjoyable occasion.
It really was a most interesting and worthwhile walk, thanks to the efforts and organisation of the CERA committee.

DAY TRIP TO SEVILLA 19TH OF MARCH 2015
Deadline to register: March 13, 2015
We are planning to have a coach trip to Sevilla on the 19th of March, setting off from the golf club at 10:00am. and returning approximately 22:00. All members of CERA and their friends and family are welcome, subject to available places on the coach.
We intend to visit various places and will arrange tickets in advance if required, although if people wish to they can make their own arrangements once in Sevilla.
So we can fix a cost would any member who is interested in this outing use the link below to register their interest. Once we have an idea of numbers we will know the cost per person for the coach.
Our suggested itinerary will include:
A visit to the cathedral.
Visit to the Reales Alcázares.
Dinner and a flamenco show.
KATH and I have visited both the Alcazares and the Cathedral and friends have done the dinner and Flamenco show and we can say without a doubt it will be a very worthwhile trip.
This is a members event since numbers will be limited to the coach size however there is still time to join by stopping a committee member in the clubhouse or the Manzana's. There is also the opportunity to join in the portacabin at top of the clubhouse car park on Wednesday or Saturday from 11.30 to 12.30.

Following the successful reintroduction 2 weeks ago of BINGO AT THE GOLF CLUB by CERA it has been decided to make it a monthly event on the first Saturday of each month.
This is just the tip of the iceberg in the turnaround of the golf club and the golf clubhouse where there is a regular Friday QUIZ NIGHT. Daily specials for lunch are super value and delicious. Traditional Sunday lunch each week and various functions with bands and singers related to golf tournaments.
So get on down to the clubhouse and socialise with friends and relations.

The aim of this note is to give a clear idea to all owners on Costa Esuri of what the ENTIDAD URBANISTICA DE CONSERVACION DE COSTA ESURI (Costa Esuri urban conservation authority, better known as the EUC) actually is and its scope of operation. It does not go into whether or not the EUC is legal, as that would require a much wider and deeper study and would open up many controversial issues needing different approaches.
Let’s start then with the factual situation regarding how the EUC works at present.
What is the EUC?
The EUC was created under Spanish law, which makes it compulsory to have a conservation authority for as long as the duty of preservation of urban works falls on property owners living in a specified area – in our case the Segment Plan, Sector I, Esuri Bridge.
Consequently, as things stand today, all owners on Costa Esuri are members of the EUC and hence are obliged to pay the corresponding fees.
Q: What is the EUC obliged to deal with? What is the operational scope of the EUC?
As per the Statutes, the EUC must take on conservation and maintenance of the following services:
STREET MAINTENANCE (local road network), which comprises the cleaning of public spaces for road useage, including pavements and other adjoining public areas.
LIGHTING (public lighting network), which comprises the maintenance and repair of facilities such as street lights, bulbs, etc. and ensuring that everything works properly.
OPEN SPACES & GREEN AREAS, which comprises cleaning, watering and maintenance (such as pruning, replenishing, etc).
If the EUC didn’t exist, these services would need to be rendered by the Town Hall in Ayamonte. Thus, the EUC must conserve and maintain in good condition the streets, all lighting and everything in the green areas – grass, trees, gardens, children’s play areas, jogging circuit ...
Q: How are these services rendered?
At a point in time, the Board of Management of the EUC awarded the contract to one company: COMFORTSERVI.
Q: Who sets the fees?
The fees are decided annually by the Board of Management of the EUC.
Q: What is the Board of Management?
It is the guiding body of governance and administration of the EUC. It is made up of six members. One of these must be a representative of the Town Hall; a further four must be property owners on Costa Esuri; and the sixth member is the Secretary, who is not required to be a property owner.
Q: Must these board members be up-to-date in paying their fees?
The EUC Statutes state that, to be a candidate for a position on the Board, one must be up-to-date with paying the EUC fees. Hence, anyone who is not up-to-date with their payments cannot be a member of the Board of Management.
Q: How is the Board of Management elected?
It is elected at the AGM by those attending who have the right to vote (i.e. up-to-date with the payment of their fees), with votes weighted according to the co-efficient of their property within the boundary of the EUC.
The voting system is complicated. To date, Martinsa-Fadesa, with the weighting of the co-efficients of the properties which they still hold, has held a decisive position.
Q: What are the operational boundaries of the EUC?
The EUC’s responsibilities begin at the entrance to Costa Esuri, where the Commercial Centre is located.
Q: Who operates the EUC?
The Board of Management appointed an Administrator, a law firm, to take charge of the day-to-day running of the EUC, under instruction from the same Board of Management.
Q: Where are the offices of the EUC?
The EUC office is based in a small cabin close to the entrance to Costa Esuri in Avenida Juan Pablo II s/n (no number). The opening hours, as posted on the small cabin, are from 10am to 1pm, on Tuesdays and Thursdays. None of the regular staff speak English.
Q: How can one get in contact with the EUC’s Board of Management?

The voting system is complicated. To date, Martinsa-Fadesa, with the weighting of the co-efficients of the properties which they still hold, has held a decisive position.
Q: What are the operational boundaries of the EUC?
The EUC’s responsibilities begin at the entrance to Costa Esuri, where the Commercial Centre is located.
Q: Who operates the EUC?
The Board of Management appointed an Administrator, a law firm, to take charge of the day-to-day running of the EUC, under instruction from the same Board of Management.
Q: Where are the offices of the EUC?
The EUC office is based in a small cabin close to the entrance to Costa Esuri in Avenida Juan Pablo II s/n (no number). The opening hours, as posted on the small cabin, are from 10am to 1pm, on Tuesdays and Thursdays. None of the regular staff speak English.

Q: What are the current EUC fees?
The EUC fees vary from approx. €140 per annum for apartments to approx. €400 for family villas and individual plots.
Q: Where do the accumulated fees go?
Basically to two companies: COMFORTSERVI, who carry out the conservation and maintenance work, and LÓPEZ & GUTIÉRREZ CONSULTING for the administrative costs.

This I found out to my cost when they dipped into my bank account then threatened to embargo it when I reclaimed the money. As you know that can be a disaster in Spain when your bills don't get paid. To say I don't like the EUC is putting it mildly. However it is there it takes money from a large number of us and we should understand the limits of its actions.
