Worldwide Quality of Living Survey
Well - the 2006 Mercer Quality of Living survey is out. First figure is this year's rank, second is last year's rank. Figures on the right are its relative index according to the base level. Sydney comes out very well, London appears to be languishing towards the bottom of the list, beaten even by Paris.

The overall quality of living ranking is based on an evaluation of 39 criteria. New York has been used as the base score for quality of living, which has a total index equal to 100.
Mercer’s study is based on detailed assessments and evaluations of 39 key quality of living determinants, grouped in the following categories:
* Political and social environment (political stability, crime, law enforcement, etc.)
* Economic environment (currency exchange regulations, banking services, etc.)
* Socio-cultural environment (censorship, limitations on personal freedom, etc.)

* Schools and education (standard and availability of schools, etc.)

Mercer conducts the survey to help multinational companies and governments determine how much to pay their expatriate employees. The survey includes 144 cities across the world, and measures costs including housing, food, clothing, transportation and entertainment.
So, if your company is shipping you off to Tokyo and you're negotiating compensation, you might remind them that a luxury two-bedroom apartment unfurnished might cost you $4,595 a month.

I get the impression that the way this survey is undertaken it's skewed towards catering for a demographic group that doesn't reflect the experience of the average expat or local resident, but I'm sure certain people with a variety of axes to grind will take some satisfaction from it.

Douala's port handles some 95 percent of the country's maritime traffic, and is second only to Kinshasa as Central Africa's largest city.

Even if true, this would still be irrelevant, since their calculations are based upon conditions in the countries surveyed, not on the socio-economic conditions of the people who intend to move there.
And seriously, why is Douala so expensive? What makes it so different from any other African city?

The above "consumables" percentage assumes a minimum wage earner or student sharing an apartment and paying minimum taxes. Consumables include convenience food items combined with weighted pricing patterns found in grocery and drug stores.
The impact of consumables varies by earnings level - college students' consumable expenses might consume 50% of their income while it may impact only 20% of a professional's earnings.
In the latter case, COL is more affected by home ownership versus rent decisions, residence size, personal income taxes, and cost of services, transportation, and miscellaneous items.

The weather symbol shown for each day in the five day forecast represents the predominant weather expected on the day in question. This is calculated based on a weighting of different types of weather, so if a day is forecast to be sunny with the possibility of a brief shower, then we will see a sunny or partly cloudy symbol rather than a rain cloud. The maximum temperature is the highest temperature forecast between 0600 and 1800, whereas the minimum temperature is the lowest temperature expected from 1800 on the day in question to 0600 the following day. The wind speed and direction are the expected conditions at midday. For information about your local weather station, or any other queries, refer to the Site FAQ. We were forced to include Adelaide on our weather page after a big bloody bunch of bloody annoying Australians flooded us with a huge bloody boatload of complaints.

You have to remember to make the distinction between Auckland the city, and greater Auckland. I think the surveyors consider the latter, not the former.
