Why can't agencies with PQBS status issue visa's in the UK?

Unhappy Why can't agencies with PQBS status issue visa's in the UK?

The idea of using an agency with Pre Qualified Business Sponsorship status to sponsor me and my girlfiend seems like a more beneficial idea. As appose to being sponsored by a company directly. Like more tax incentives, and 'slightly' greater job security.

BUT!

Why can't agencies with PQBS status issue visa's in the UK?

It seems that the only way to get them to sponsor us, is by allready being in Austalia. Which is troublesome for me and my partner. It would be better to have the Visa in our passports before we arrive.

Why? Is this a legal issue? Or a financial issue for them? Anyone?
