What does this mean
 
I have been looking at houses on the internet and I have found one where the description mentions this, "The block has a higher use designation from council"

It says it "is zoned as RD4, giving the potential of further development potential if council is agreeable."

Whats all that about?

IIRC, it means the block can be subdivided. :)
