Take the scales out of the suitcase, you don't have to pack them yet. Now weigh the suitcase. Now put the scales back in the suitcase. Don't forget to weigh the scales though!

Fill the bath full of water and place your packed suitcases into the bath, the water displaced is the mass of the suitcase, Eureka!

Still got to weigh the displaced water though. Also, with all the water splashing over the bathroom floor, the scales are now rusty. Christ, I'd better get a slide rule and a ready reckoner!
